Establishes the organizational structure of the South Carolina House of Representatives, including the election and duties of the Speaker, Speaker Pro Tempore, Clerk, Reading Clerk, Chaplain, and Sergeant at Arms for two-year terms beginning on the opening day of the organizational session.

Limits the Speaker to no more than five consecutive terms in office and grants the Speaker authority to appoint committee members, preserve order, decide points of order, and take emergency actions including declaring adjournment during natural disasters.

Requires the Speaker to appoint at least one minority party member to Conference or Free Conference committees after consulting with majority and minority party leaders.

Establishes procedures for electronic roll call voting, with provisions for manual roll calls when the electronic system malfunctions, and requires all votes to be recorded in the Journal.

Authorizes the Speaker as Chief Administrative Officer to initiate or participate in litigation on behalf of the House in compliance with applicable rules of civil procedure.
