Applies to Congress under Article V of the U.S. Constitution to call a convention limited to proposing a congressional term limits amendment for the House of Representatives and Senate

Specifies this application shall be aggregated with similar applications from other states seeking term limits, but not with applications on any other subject

Declares Congress has only ministerial authority to set a reasonable time and place for the convention, with no power to set rules, determine delegate numbers, or name delegates

Requires voting at the convention on a one state, one vote basis, with the convention strictly limited to term limits and expressly prohibited from considering amendments to the Bill of Rights or the 13th, 14th, and 15th Amendments

Reserves the South Carolina General Assembly's right to provide instructions to its delegates and recall them for breach of duty or violation of instructions
