Establishes that the state cannot substantially burden a parent's fundamental right to direct their child's upbringing, education, healthcare, and mental health unless it demonstrates a compelling state interest using the least restrictive means

Requires parental consent before any instruction on gender roles, gender identity, gender expression, or sexual orientation, with at least five days advance notice to parents

Mandates that Local Education Agencies allow parents to review all curriculum, textbooks, and teacher-training materials, and to withdraw their child from any instruction or club the parent finds objectionable

Prohibits state employees from encouraging children to withhold information from parents or withholding information from parents about their child's education, physical, emotional, or mental health

Creates a private cause of action allowing parents to sue for violations, with noneconomic damages capped at $100,000 unless gross negligence, willful misconduct, or fraud is proven; also authorizes the Attorney General to enforce compliance
