Updates the Long-Term Care Council membership to reflect current agency names, including changing "Department of Health and Environmental Control" to "Department of Public Health" and "Division on Aging" to "Department on Aging"

Adds the Secretary of the Department of Veterans' Affairs as a voting member, replacing the Chairman of the Joint Legislative Health Care Planning and Oversight Committee

Allows agency directors to send designees to council meetings and transfers appointment authority for private group representatives from the Lieutenant Governor to the Governor

Requires member agencies to share necessary data and information as part of coordinating planning efforts for long-term care services

Directs the council to establish and maintain a statewide access system for consumers to access long-term supports and services
