Expands the offense of unlawfully discharging firearms to include outdoor areas regularly occupied by persons, such as schools, churches, shopping areas, movie theatres, parking lots, and public gatherings of three or more people

Current law already prohibits discharging firearms at or into dwelling houses, buildings, structures, enclosures, and occupied vehicles, aircraft, or watercraft

Existing penalty for violations remains a felony punishable by up to $1,000 fine and/or up to 10 years imprisonment

Creates new mandatory sentence of life imprisonment without parole when any type of bodily injury results from the offense, unless the person is charged with murder under Section 16-3-20
