Defines "assault weapon" as semiautomatic centerfire rifles with detachable magazines of 21+ rounds, semiautomatic shotguns with folding stocks or 6+ round capacity, and parts intended to convert firearms into assault weapons

Bans the transportation, possession, storage, sale, rental, and gifting of assault weapons in South Carolina, adding them to existing prohibitions on machine guns, military firearms, and sawed-off shotguns/rifles

Increases penalties for first offense violations to up to $50,000 fine and/or 10 years imprisonment; second or subsequent offenses carry mandatory minimum 10-year sentence up to 20 years with no suspension or probation

Creates new felony offense for selling or giving a firearm to anyone on the FBI's Terrorist Screening Center watch list, punishable by up to $50,000 fine and/or mandatory 10-20 years imprisonment

Exempts weapons manufactured before 1898, manually operated firearms (bolt-action, lever-action, slide-action), single-shot weapons, revolvers, .22 caliber rimfire weapons, and semiautomatic weapons with no available 21+ round magazines
