Expands sexual exploitation of a minor offenses (first, second, and third degree) to include "morphed images" of identifiable minors—computer-generated or altered images depicting minors in sexual activity or sexually explicit nudity

Creates new definitions for "identifiable minor" (a person recognizable by face, likeness, or distinguishing characteristics who was a minor when the image was created) and "morphed image" (visual depictions altered to show an identifiable minor in sexual content)

Establishes that offenses involving morphed images are misdemeanors handled by family court if the accused is a minor and it is their first such offense, with possible behavioral health counseling

Classifies adults convicted of morphed image offenses as Tier I sex offenders, while those convicted of sexual exploitation involving actual minors are classified as Tier II sex offenders

Clarifies timeframes for sex offender registry removal: Tier I offenders may apply after 15 years, Tier II offenders after 25 years, calculated from registration date or discharge from incarceration/supervision
