Creates a new offense prohibiting the intentional release of balloons inflated with gas lighter than air, with exceptions for government scientific/meteorological purposes, recovered hot air balloons, and indoor releases

Children six years old or younger are exempt from prosecution under the balloon release prohibition

Violations of the balloon release law are classified as littering and subject to existing littering penalties under Section 16-11-700

Amends existing litter statutes to explicitly include balloons in the definition of prohibited litter on public or private property

Allows law enforcement to accept a cash bond in lieu of immediate court appearance for balloon release violations, consistent with other litter control offenses
