Requires courts to issue a courtesy summons instead of an arrest warrant when a defendant is indicted by a local or state grand jury after charges were previously dismissed or nol prossed following a preliminary hearing

Applies only when the new indictment is for the original charge or substantially similar charges that were initially dismissed

Adds new Section 17-23-168 to Chapter 23, Title 17 of the South Carolina Code

Takes effect upon approval by the Governor
