Requires solicitors to post a list of potential bench warrants at the courthouse and on the solicitor's website at least 48 hours before requesting a bench warrant for failure to appear in general sessions court

Prohibits circuit court judges from issuing failure-to-appear bench warrants upon a solicitor's motion unless the 48-hour notice requirement has been met

Exempts bench warrants issued by the presiding judge on their own initiative (sua sponte) from the notice requirement

Exempts cases where the defendant was personally served with an appearance date from the notice requirement

Takes effect upon the Governor's approval
