Restructures the qualifications for probate judges into a numbered list format without changing the existing requirements for U.S. and South Carolina citizenship, minimum age of 21, and qualified elector status in the county

Clarifies the educational requirement by specifying a "four-year bachelor of science or arts degree" from an accredited post-secondary institution, replacing the previous term "bachelor's degree"

Maintains the alternative qualification allowing candidates without a four-year degree to serve if they have four years' experience as an employee in a South Carolina probate judge's office

Grandfathers current probate judges, exempting those serving in office on or before the effective date from the revised qualifications

Takes effect upon Governor's approval
