Creates the Division of Statewide Grand Jury Defense within the Office of Indigent Defense to provide legal representation for indigent individuals appearing before statewide grand juries

Requires the division to be led by a chief attorney and staffed with attorneys who are licensed in South Carolina, work full-time, and cannot engage in private practice

Establishes a process where individuals requesting representation must submit a written indigency determination request, with the office required to respond within 10 days

Upon determination of indigency, the division must appoint counsel and represent the person in their defense before the statewide grand jury

Amends existing definitions in the indigent defense code to include the new Division of Statewide Grand Jury Defense
