Establishes that courts must find "clear and convincing evidence" that the owner of nonmarital property intended it to become marital property before it can be classified as transmuted for divorce property division purposes

Payment of debt on nonmarital property by a spouse is considered evidence of special equity, not evidence of transmutation, unless both parties' names are on the property title

Amends Article 5, Chapter 3, Title 20 of the South Carolina Code by adding Section 20-3-625

Takes effect upon Governor's approval
