Creates a South Carolina doula certification organization responsible for promulgating regulations, establishing statewide certification standards, and maintaining a registry of certified doulas

Defines doula scope of practice to include physical, emotional, and informational support during pregnancy, labor, and postpartum, while explicitly prohibiting doulas from practicing medicine

Requires insurers and Medicaid programs to report utilization and cost data on doula services to the Department of Insurance and Department of Health and Human Services annually beginning July 1, 2026
