Decriminalizes possession of 28 grams (one ounce) or less of marijuana or 10 grams or less of hashish, replacing criminal penalties with civil citations carrying fines of $100-$200 for first offense and $200-$1,000 for subsequent violations

Prohibits law enforcement from taking into custody or arresting individuals for possession of marijuana or hashish at or below the decriminalized amounts

Reduces first offense penalties for possession of less than one gram of methamphetamine or cocaine base from up to 3 years imprisonment/$5,000 fine to up to 1 year imprisonment/$3,000 fine

Requires courts to mandate drug treatment and rehabilitation program completion as part of sentencing for first offense possession of less than one gram of methamphetamine or cocaine base

Mandates courts place first-time offenders convicted of possession of controlled substances on probation with treatment requirements, rather than making probation optional with defendant consent
