Prohibits South Carolina state government from taking "discriminatory action" against individuals, businesses, and religious organizations that act according to beliefs that marriage is between a man and a woman, or that sex is determined by biology at birth

Protects religious organizations from government penalties for refusing to solemnize same-sex marriages, making employment decisions based on these beliefs, or setting housing policies consistent with these convictions

Shields adoption and foster care agencies that decline services based on these beliefs, and protects foster/adoptive parents who raise children according to these convictions

Allows wedding vendors (photographers, florists, cake makers, venues, etc.) to refuse services for same-sex marriages without facing state penalties, fines, or loss of licenses

Permits state employees to recuse themselves from authorizing or solemnizing marriages based on these beliefs, and allows individuals to sue the state for violations with a two-year statute of limitations, recovering damages, attorney's fees, and injunctive relief
