Prohibits operation of any vehicle on South Carolina beaches except by authorized governmental employees

Establishes criminal penalties for violations: first offense fine of at least $100 and/or up to 30 days imprisonment; second offense at least $200 fine and/or up to 60 days; third or subsequent offense at least $500 fine and/or up to 90 days

Restricts authorized governmental employees from May 1 to October 1 between 10:00 AM and 4:00 PM to operating only ATVs, UTVs, golf carts, and similar-sized vehicles on beaches

Exempts first responders with active sirens and lights from vehicle size restrictions when responding to emergencies

Local governments violating these provisions may forfeit funding for beach projects including renourishment and drainage repairs, and may become ineligible for future beach-related funding
