Creates the South Carolina Department of Law Enforcement and Public Safety as a new administrative agency combining the current Department of Public Safety and State Law Enforcement Division (SLED) under one umbrella organization

Establishes a Division of Public Safety within the new department, which includes the South Carolina Highway Patrol Division, State Police Division, and Division of Training and Continuing Education

Requires the Governor, with Senate advice and consent, to appoint a director for a four-year term who will oversee both divisions and appoint deputy directors for each

Transfers all functions, powers, duties, personnel, assets, and liabilities from the existing Department of Public Safety and SLED to the new consolidated department

Updates references throughout South Carolina Code from "Department of Public Safety" to "Department of Law Enforcement and Public Safety" or "Division of Public Safety" across numerous statutes covering traffic enforcement, vehicle regulations, law enforcement training, and public safety programs
