Grants potential parolees being considered for parole, or their counsel, the right to confront witnesses who appear before the Board of Paroles and Pardons during hearings

Requires all testimony presented at parole hearings to be taken under oath

Removes previous language that stated inmates have no right of confrontation at hearings

Amends Section 24-21-50 of the South Carolina Code regarding the conduct of parole, pardon, and clemency hearings

Takes effect upon approval by the Governor
