Limits devices to 150 pounds (excluding cargo), 36 inches in length, and 30 inches in width, with maximum speeds of 8 mph normal operation or 10 mph for emergencies

Requires devices to be monitored by an operator at least 16 years old, yield to pedestrians, obey traffic signals, and be equipped with owner identification, brakes, and nighttime lighting

Mandates business entities operating these devices maintain general liability insurance of at least $500,000 per claim

Allows local governments to regulate time and place of operation but prohibits outright bans; provisions automatically repeal three years after enactment
