Prohibits law enforcement agencies in South Carolina from purchasing cell-site simulator technology or devices (commonly known as "Stingrays" or IMSI catchers)

Requires law enforcement agencies currently possessing cell-site simulators to discontinue use and discard the technology

Defines cell-site simulator technology as devices that transmit or receive radio waves to identify, locate, or track communications devices; intercept communications or metadata; affect device operations; force transmissions; deny service access; or spoof cell towers

Takes effect upon Governor's approval
