Stays driver's license suspensions while a conviction is being appealed or when a petition for rehearing has been filed

Prohibits the Department of Motor Vehicles from suspending a person's license if the department fails to receive notice of a conviction requiring suspension within 30 days of the conviction

Requires magistrates or clerks to electronically forward disposition and license surrender information to the department within 5 business days of conviction

Takes effect upon approval by the Governor
