Prohibits custodial arrest for driving with a suspended license when the suspension resulted from an unpaid traffic ticket or a clerical error on the person's driving record

Requires automatic reinstatement of the driver's license once the traffic ticket is paid or the clerical error is corrected

Mandates dismissal of the driving while under suspension charge after the underlying issue (unpaid ticket or clerical error) is resolved

Takes effect upon approval by the Governor
