Requires all motor vehicles operated on a highway to be equipped with a speedometer maintained in good working order

Establishes the offense of "Improper Equipment - Speedometer" with a maximum fine of $25 for violations

Allows drivers charged with speeding 20 mph or less over the posted limit to have charges reduced to the improper equipment offense if they can prove their speedometer was not functioning properly at the time

Takes effect upon approval by the Governor
