Creates a new vehicle classification for Utility Terrain Vehicles (UTVs), defined as side-by-side, four-wheel drive off-road vehicles with a top speed over 35 mph, at least 450cc engine, 80 inches or less in width, and Gross Vehicle Weight Rating of no more than 4,000 pounds

Requires UTVs to be registered with the Department of Motor Vehicles for a $10 biennial fee, with proof of ownership and liability insurance; registered UTVs are exempt from county property taxes

Permits registered UTVs to operate on roads with posted speed limits of 55 mph or less, and to cross intersections where speed limits exceed 55 mph

Operators must be at least 16 years old with a valid driver's license; children under 8 are prohibited as passengers; passengers under 18 must wear protective helmets

UTVs must be equipped with Type 2 seat belts at each seating position, headlights, brake lights, taillights, and turn signals; all occupants must wear fastened safety belts when operating on public roads
