Creates a new penalty for drivers who fail to yield the right-of-way at sidewalks, crosswalks, or intersections when the violation results in great bodily injury or death to another person

Punishment for violations would follow Section 56-5-6190 of the South Carolina Code (existing penalty provisions)

Defines "great bodily injury" as injury creating substantial risk of death, serious permanent disfigurement, or protracted loss or impairment of a bodily member or organ

Takes effect upon approval by the Governor
