Adds a new felony offense for willfully or wantonly leading law enforcement on a high-speed pursuit when recorded on a police vehicle camera or body-worn camera

New high-speed pursuit felony carries a maximum sentence of 5 years imprisonment and a one-year driver's license suspension

First offense for failing to stop for law enforcement (without great bodily injury or death) remains a misdemeanor with a fine of at least $500, imprisonment of 90 days to 3 years, and minimum 30-day license suspension

Second or subsequent offense for failing to stop (without great bodily injury or death) remains a felony with up to 5 years imprisonment and one-year license suspension
