Defines "assault weapon" as semiautomatic centerfire rifles with detachable magazines holding 21+ rounds, semiautomatic shotguns with folding stocks or magazine capacity over 6 rounds, and parts designed to convert firearms into assault weapons

Defines "high-capacity magazine" as any firearm magazine capable of holding more than 15 rounds of ammunition

Prohibits the transportation, storage, possession, sale, rental, or giving away of assault weapons and high-capacity magazines, adding them to existing bans on machine guns, military firearms, and sawed-off shotguns/rifles

Exempts firearms manufactured before 1898, bolt-action, lever-action, slide-action, single-shot, revolving cylinder weapons, .22 caliber rimfire firearms, and semiautomatic weapons made before 1954 from the assault weapon definition

Violations are punishable under Section 16-23-260, with the act taking effect upon the Governor's approval
