Requires all plaques, markers, or messages (including QR codes) added to historical monuments on property owned by political subdivisions or school districts to be reviewed and approved by the Department of Archives and History

Mandates that content on such markers be historically accurate, free of editorial comments or subjective analysis, and limited to key historical facts about the specific figure or event being memorialized

Requires the Department to consult with the organization that originally provided the monument (if still existing) and provide a 45-day public comment period for proposed language

Prohibits placement of non-original plaques or markers within 12 feet of a monument to preserve its original appearance

Grants any historical preservation or heritage organization in South Carolina legal standing to sue political subdivisions or school districts for violations of these requirements
