Requires public school students in four-year-old kindergarten through eighth grade to receive a minimum of 20 minutes of unstructured outdoor recess daily, in addition to existing physical education requirements.

Mandates 90 minutes of physical education weekly for kindergarten through fifth grade and 60 hours annually for sixth through eighth grade, beginning in the 2026-2027 school year.

Schools must hold recess indoors during inclement weather in a manner conducive to physical activity; recess cannot fulfill curriculum or physical education requirements.

Districts must annually report to the State Department of Education by June 15 the minutes of physical education instruction and additional physical activity students receive, broken down by school, class, and grade level.

Establishes exemption criteria from physical education requirements, including medical necessity, religious objection, or seventh/eighth graders taking high school courses off-campus when reasonable accommodations cannot be made.
