Establishes a three-year pilot program (2026-2029) creating public school-based community canneries in three selected school districts where residents can bring locally grown produce to be canned for personal use

State Board of Education and Clemson University Cooperative Extension Service will jointly plan, develop, and oversee the program, providing research-based canning instruction and industrial-grade equipment

Community members must sign an agreement prohibiting the sale of any food canned at the facilities; limits on amounts available per family will be determined by program administrators

Each cannery must maintain public schedules of facility availability and keep records of facility usage

State Board of Education and Clemson Extension Service must report on program performance and make recommendations for continuation/expansion before January 1, 2029
