Establishes the South Carolina Equine Promotion Act, creating a nine-member Equine Promotion Board under the Department of Agriculture to promote the state's equine industry

Imposes a $2 per ton assessment on all commercial feed and custom blends labeled for equine use sold in South Carolina, payable quarterly by manufacturers and sellers

Board members must have direct association with the equine industry and reside in the state, with appointments made by various officials including the Commissioner of Agriculture, legislative committee chairs, SC Horsemen's Council, Farm Bureau, and Veterinary Association

Assessment revenues go into the Equine Promotion Fund for research, education, and promotion of the equine industry, with the Department of Agriculture allowed to retain up to 15% for administrative costs

Requires the State Auditor to conduct annual audits of the Equine Promotion Fund to ensure proper collection and use of assessments
