Creates a "Fallen First Responder Survivor Advocate" position within the State Law Enforcement Division (SLED) to assist families of law enforcement officers, firefighters, corrections officers, and EMTs killed in the line of duty

Requires the advocate to help survivors navigate benefits including mental health counseling, life and health insurance, workers' compensation, educational benefits, Social Security, and state property tax exemptions

Mandates that assistance continue for the lifetime of survivors and applies retroactively to current survivors of fallen first responders

Requires the position holder to have a four-year college degree and at least four years of experience in insurance claims, consumer advocacy, benefits, dispute resolution, or similar work

Takes effect upon Governor's approval and is contingent upon funding by the General Assembly
