Requires golf cart owners to obtain a permit decal and registration certificate from the Department of Motor Vehicles, with a $5 fee and renewal every five years or when the owner's address changes.

Golf cart operators must be at least 16 years old, hold a valid driver's license, and carry registration, proof of liability insurance, and their license.

Authorizes municipalities and counties to enact ordinances allowing nighttime golf cart operation on roads with speed limits of 35 mph or less, provided golf carts have working headlights and taillights.

Municipalities and counties may designate separate golf cart paths on highway shoulders, separated from traffic by concrete curbs, parking spaces, or at least four feet of distance.

Requires all golf cart passengers under age 12 to wear a fastened safety belt when operating on public roads.
