Establishes an African American Confederate Veterans Monument on the South Carolina State House grounds to honor African Americans who served the Confederacy during the Civil War

Creates an 11-member African American Confederate Veterans Monument Commission, chaired by the SC Confederate Relic Room and Military Museum chairman, with 5 members appointed by the House Speaker and 5 by the Senate President

Empowers the commission to raise private funds, receive gifts and grants, and create a tax-exempt nonprofit corporation to finance the monument

Requires the commission to submit a proposed monument design and location to the State House Committee by July 1, 2025, with the monument to include the name of Charles Dougherty Hayne and other African American Confederate veterans

Dissolves the commission on January 1, 2029, or earlier upon monument dedication; transfers responsibilities to the State House Committee if the monument is not completed by the dissolution date
