Adds "handicap or disability" and "source of income" as protected classes under South Carolina's fair housing laws (Sections 31-21-40, 31-21-50, and 31-21-60)

Prohibits discrimination based on these new protected classes in the sale, rental, negotiation, or advertising of dwellings

Bars discrimination in access to multiple-listing services, real estate brokers' organizations, and related business services based on the expanded protected categories

Extends protections to residential real estate-related transactions, including mortgage lending, financial assistance for home purchases, and property appraisals

Takes effect upon approval by the Governor
