Proposes a constitutional amendment allowing the General Assembly to legalize gambling and gaming in specified areas of South Carolina, including pari-mutuel betting on horse racing, sports betting on professional sports, casino card and dice games, and electronic gaming devices

Requires all gambling revenues received by state and local jurisdictions to be dedicated to highway, road, and bridge maintenance, construction, and repair

Grants the General Assembly authority to enact special laws, including criminal laws, that apply only within the designated gambling areas, overriding normal restrictions on special legislation

Deletes the existing constitutional provision (Section 8, Article XVII) that prohibits public officials from gambling and mandates their removal from office upon conviction for gambling offenses

Requires both proposed amendments to be submitted to voters at the next general election for representatives as separate ballot questions
