Proposes amending Section 14, Article XVII of the South Carolina Constitution to expand the General Assembly's authority to restrict sales to persons under age 21

Currently, the constitution only allows the General Assembly to restrict alcoholic beverage sales to those under 21; this amendment would add "products, substances, or services determined by the General Assembly to be unreasonably hazardous, perilous, or unsafe"

Maintains that citizens 18 and older are considered legally competent (sui juris) with full legal rights, with the expanded exception for age-21 restrictions on hazardous items

Requires voter approval at the next general election for representatives, with a yes/no ballot question
