Requires all South Carolina state agencies, departments, institutions of higher learning, political subdivisions, and school districts to prohibit their electronic devices from accessing websites and applications that threaten cybersecurity from foreign and domestic threats, specifically naming TikTok and other Chinese-owned applications

Directs the Department of Administration to adopt procedures to implement these restrictions for executive agencies and secure the state from such threats

Authorizes the Department of Administration to assist other covered agencies and departments with cybersecurity protections upon request

Defines "electronic device" broadly to include computers, cellular telephones, and any computer-like instruments that enable access to electronic communication, remote computing, or location information services

Takes effect upon Governor's approval
