Requires the State Election Commission to conduct a statewide advisory referendum during the 2026 General Election on whether South Carolina should participate in Medicaid expansion

The referendum asks voters if adults 65 years of age and younger with income at or below 133% of the federal poverty level (with a 5% income disregard) should become eligible for Medicaid starting January 1, 2028

Expansion would be implemented under the Patient Protection and Affordable Care Act (P.L. No. 111-148)

The referendum results are advisory only and not legally binding

Costs for conducting the referendum would be paid from State Election Commission appropriations, with results certified to the Governor and General Assembly
