Raises fines for depositing 15 pounds or less of litter in unauthorized areas from $50-$150 to $75-$225, with mandatory 16 hours of litter-gathering labor in the community where the offense occurred

Dramatically increases penalties for illegal dumping of 15-500 pounds from $200-$500 to $2,000-$5,000, with required litter-gathering labor increased from 16 hours to 100 hours for first offense, 150 hours for second offense, and 200 hours for third offense

Raises fines for dumping over 500 pounds from $500-$1,000 to $5,000-$10,000, increases maximum imprisonment from one year to two years, and makes both fine and imprisonment mandatory rather than alternative penalties

Eliminates "other community service" as an alternative to litter-gathering labor and requires all community service be performed in the community where the offense was committed
