Prohibits county election boards and municipal election commissions from using ranked choice voting or instant runoff voting in any general, special, or primary election for federal, state, or local office in South Carolina

Defines ranked choice voting as a system where voters rank candidates by preference, votes are tabulated in rounds with last-place candidates eliminated, and votes transfer to next-ranked choices until a majority winner emerges

Preserves the legality of at-large and multimember district elections in municipal and local elections

Exempts military and overseas voters, who may still cast absentee instant runoff ballots under the South Carolina Uniform Military and Overseas Voter Act (Section 7-15-650)

Takes effect immediately upon the Governor's approval
