Creates a new expedited legal process for property owners to remove unlawful occupants (squatters) from residential dwellings through a verified petition and ex parte court order, with hearings required within 24 hours of filing

Establishes the felony offense of "criminal mischief" for unlawfully detaining, occupying, or trespassing upon a residential dwelling, punishable by up to 3 years imprisonment and/or $3,000 fine

Allows courts to order unlawful occupants to pay repair costs, service costs, and court costs, while providing a civil cause of action for wrongfully removed persons to recover up to $1,000 in statutory damages plus actual damages

Modifies tenant eviction appeal procedures by requiring tenants to file an affidavit promising to pay rent (rather than simply signing an undertaking) to obtain a stay of ejectment execution during appeals

Grants recreational vehicle park operators authority to remove guests for violations including drug possession, disturbing the peace, property damage, rule violations, or nonpayment of rent, with law enforcement assistance
