Removes drug trafficking offenses (including cocaine base and methamphetamine trafficking under Sections 44-53-370(e), 44-53-375(C), and 44-53-375) from the legal definition of "violent crime" in South Carolina

Excludes all controlled substance offenses under Chapter 53, Title 44 from the definition of "no parole offense," regardless of the felony classification or maximum sentence

Applies retroactively to convictions rendered before the effective date, allowing for reconsideration of previously imposed sentences

Takes effect upon approval by the Governor
