Creates the new offense of "aggravated involuntary manslaughter" for causing death by manufacturing, delivering, distributing, or selling controlled substances, counterfeit substances, or imitation controlled substances without intent to kill

Establishes a mandatory minimum sentence of 10 years imprisonment with no suspension or probation allowed, up to a maximum of 30 years for conviction

Specifies that this offense is separate and does not merge with any other criminal charges

Eliminates lack of knowledge about a substance's chemical identity as a defense, removing the prosecution's burden to prove the defendant knew what substance was involved

Exempts lawful manufacturing, delivery, distribution, or sale of controlled substances authorized under South Carolina's drug laws (Chapter 53, Title 44)
