Rescinds, repeals, cancels, and nullifies all existing applications by the South Carolina General Assembly to Congress for an Article V constitutional convention

Applies to all prior convention applications regardless of when they were made or whether they sought a limited convention on specific topics or a general convention for unlimited amendments

Urges other state legislatures that have applied for a constitutional convention to also withdraw their applications

Directs the President of the Senate to send copies of the resolution to the U.S. Secretary of State, presiding officers of all state legislatures, congressional leadership, and South Carolina's congressional delegation

Takes effect upon approval by the Governor
