Mandates app store providers offer parental controls including filters for sexually explicit content, daily usage limits, and the ability to block apps unsuitable for a minor's age category

Requires developers to accurately display age ratings, provide time restriction features for parents, and use app store signals to verify user age categories

Authorizes enforcement by the Attorney General with fines up to $2,500 per violation (or $10,000 per violation if court-ordered), allows parents to bring civil actions for damages, and establishes an advisory committee by July 1, 2025 to improve app rating transparency
