Prohibits covered platforms from hosting pornographic images unless they verify uploaders are at least 18 years old and obtain documented consent from all individuals appearing in the content, including consent for specific sex acts and distribution terms

Requires platforms to establish procedures for removing non-consensual pornographic images within 72 hours of request and block re-uploads of removed content

Imposes civil penalties of up to $10,000 per day per image for platform operators who violate verification or removal requirements, with aggrieved individuals able to sue for damages

Makes it a criminal offense to knowingly publish intimate visual depictions without consent, punishable by up to $10,000 fine and/or 5 years imprisonment

Establishes a 10-member legislative committee (including House and Senate Judiciary chairs) to examine sentencing guidelines and recommend further protections, with a report due by December 31, 2026
