Establishes a Joint Committee on Women's Reproductive Rights composed of seven members: three female Senators, three female House members, and one female community representative appointed by the Governor

Committee membership must include representatives from both majority and minority political parties in each chamber, with the chairman elected from among the legislative members

Requires the committee to review legislation affecting women's reproductive rights and make recommendations to the General Assembly

Authorizes the committee to hold public hearings, receive testimony from state employees and other witnesses, and request assistance from state agencies

Mandates annual reports and recommendations to the General Assembly and Governor by December 31st, which must be published and made available to the public
