Adds a new exemption to the earnings limitation for South Carolina Retirement System retirees who return to covered employment, allowing unlimited earnings if the retiree has not worked for any participating employer for at least 12 consecutive months after retirement

Extends the same 12-month break-in-service exemption to the South Carolina Police Officers Retirement System

Creates an additional exemption for Police Officers Retirement System retirees who return to work in "critical needs law enforcement positions" as determined by the Law Enforcement Training Council

Requires the Law Enforcement Training Council to submit annual reports by January 1st to legislative finance committees identifying critical needs positions, with General Assembly approval required starting July 1, 2026

Members claiming the 12-month break exemption must self-certify eligibility and are responsible for reimbursing the system for any benefits wrongly received if certification is inaccurate
